Bilal Alçın was born in 1994 in Eskişehir. He completed primary and high school education in Eskişehir. Graduated from Eskişehir Gelişim Science High School. In 2013, he entered Istanbul Technical University, Department of Petroleum and Natural Gas Engineering. In 2018, he worked on the finishing design project, the production and reservoir planning of a gas field.
